JOB PURPOSE: The purpose of this position is to provide administrative support and serve as liaison with the Accounting and Payroll providers for the management of the Almaty District Office. Key job responsibilities include booking airlines and hotel reservations, translating documents into both Russian and English, purchasing various office supplies for the department, supporting Caterpillar employees and customers with regard to projects, visas, and programs, registering various employee information for the Human Resources Department, coordinating the documentation and other requirements for visas and work permits for International Service Employees, coordinating and providing support for ISE’s and their families, maintenance of salary records, petty cash records, and all banking documents required by Caterpillar and Kazakhstan tax authorities. Additionally, the Administrator/Accountant is responsible for all necessary office accreditation and licenses.
JOB DUTIES:
General admin
- Regularly provides word processing support for both internal and external communications, such as letters, memos, Protocols, notices, etc. Provides filing support as necessary and assembles and presents information from various sources using statistics and other analytical tools.
- Keeps informed of Company and Cat CIS policies and procedures, answering related internal and external questions within their authority. Performs standard office procedures including scheduling meetings and appointments, receiving visitors, organizing business issues, etc.
- Is fully responsible for coordinating travel logistics for all members of the department and the visitors, including airline and train reservations, rental of automobiles, hotel reservations, etc. All must be done in the most efficient manner, using lower cost alternatives wherever possible, but always adhering to Corporate and CIS guidelines.
- Responsible to provide high quality translation of both internal and external documents in both Russian and English languages.
Facility management
- Assesses the needs for all office supplies of products and services, including office refurbishment for 3 entities (Caterpillar, Solar, FPD) and either acquires them internally or sources them from outside of Caterpillar. Always stays within the budgetary guidelines.
- Performs receptionist duties for the Department, as necessary, filtering calls, letters, or visitors. Answers general questions and transfers more difficult issues to the appropriate staff person.
- Maintains all necessary licenses, permits, and office accreditation in a manner that insures appropriate legal status of the office and all employees.
- In charge of lease agreement and contacts with the property owner.
Aсcounting
- Maintains all necessary banking accounts and records, necessary for payments and cash disbursements, including the office petty cash account.
- Checks all payments prepared by the consulting company and releases them with the bank. Acts as contacts for the bank.
- Provides all necessary record keeping communication with both the Geneva and Moscow Accounting Departments.
- Coordinates all payments with the Consulting company.
- Serves as primary point of contact for all providers.
- Prepares all expense reports for District Manager and checks all of the local employees for accuracy, scans invoices, send to the consulting company.
People management & Payroll
- Responsible to input and register information such as vacation and time-off, as well as sick leave information into the Human Resources database.
- Maintains all necessary salary records for local staff and insures they are paid in a timely manner and coordinate with consulting company for payroll processing and payments.
- Prepare employment contracts for new hires.
- At all times is aware of changes in requirements for office and employee registration with Kazakhstan authorities, changes in local tax and banking regulations and either assures compliance or recommends appropriate legal advice.
- Serve as primary point of contact for all payroll-related questions.
- Provides general support for International Service Employees and their families, including travel support, medical information, support to allow for participation in local activities, and helps to coordinate and organize drivers.
Visa and immigration
- Provides visa coordination and travel arrangements for dealer and customer personnel to Caterpillar facilities in Europe, Asia, and the USA. This can include possible travel with these groups to Caterpillar facilities and/or programs in order to directly coordinate and facilitate activities and assure program success.
- Coordinates the activities and documentation required for visas and work permits for all Departmental ISE’s and their families.
BACKGROUND/EXPERIENCE:
This position requires the individual to have excellent interpersonal skills and the ability to communicate effectively and skillfully with individuals at all levels. The jobholder must have strong, advanced admin and technology skills, local regulations in accounting gained through prior work experience of minimum 3 years. The individual must be able to think and work independently, have superior organizational skills and maintain a high-level of confidentiality.
